The ‘Global Residence Programme’ (GRP) in Malta presents a promising opportunity for Non-EU/EEA nationals seeking advantageous taxation benefits. Launched by the Government of Malta, this program replaces the previous ‘High Net Worth Individuals Scheme’ (HNWI) as of June 2013. Additionally, a parallel scheme titled ‘The Residence Programme (TRP)’ has been recently introduced, catering to EU, EEA, and Swiss nationals with identical eligibility criteria.

To qualify for the GRP, applicants must invest in property in Malta. The minimum property value stands at €275,000, except for properties in the South of Malta or in Gozo, where the threshold is reduced to €220,000.

Applicants are required to demonstrate proficiency in English and possess a stable, regular income.

Rental Option

Alternatively, applicants may opt to rent a property in Malta, subject to an annual minimum liability of €9,600, or €8,750 in Gozo or the South of Malta.

Taxation Benefits

The GRP offers attractive tax benefits, with the minimum tax threshold set at €15,000 per annum on income remitted to Malta. Any additional income is taxed at a rate of 15%. Local income, along with other sources, is subject to a standard tax rate of 35%.

Health Insurance Requirements

Applicants and their dependents must be covered by private health insurance, as they are not entitled to free state health services.

Application Fees

 It’s important to note that there is a standard application fee of €6,000 for Malta and €5,500 for Gozo.
